Most common are the creative commons licences. (see link below)
Sometimes you will find 'netlabels' or free to download music sites which don't use them and then it becomes more complicated. I usually avoid those and leave a message, suggesting a clear CC-license.

Depends on the creative-commons-license. Most will allow public performance. Some will disallow commercial use. If a party with entrance fee already belongs to commerical use I don't know. In the spirit of creative commons I would try to to keep is as free as possible.

A remix or your own track based on samples and pieces of another work would be. In that case look for a creative commons license which allows sampling or derivative work.

Can I publish my mix on the web? Can I webcast it?Depending on the creative commons license, yes. If you start charging for your services or products, you won't be able to use the non-commercial licensed works.
If I can publish it, how should I do it?
I keep my regular music and netlabel music strictly separated (different external hard disk, separate playlists) and make sure all downloaded netlabel music has the proper license. If the license is unclear I will usually not save it.
